2002 NADRA Reforms Review. Nadrahas begun improving the old 2002 system with a modern, computerized, transparent identity card in 2025.Due to these updates, a new and elegant system has come into existence. The aim of these updates is to protect identity documents, increase transparency in them, prevent identity theft and improve the registration process overall.
Nadra has made such changes in the system that were very necessary. Now due to these changes, such a clean and transparent system will come into existence which will increase authenticity, identity theft will decrease and along with this, problems between passports will decrease and the identification procedure will become easier.

Important Changes in NADRA’s Rules and Regulations
Biometric Data Collection
Nadra is now required to collect data with biometrics to verify the identity of citizens, including fingerprints and facial recognition.
Family Registration Certificate.
To ensure accurate and complete information about the family, all family members, including children, the elderly, and the young, will have to register together.
Proof of Residence
The applicant must provide proof of residence such as a utility bill or rental agreement, etc.

- A rare change has also been made in the registration process, that children above the age of three will have their birth certificate along with photo verification, then after 10 years there will be photo verification and after 18 years there will be ID card verification. In areas where facilities like i-scanners are available, verification of children aged three, 10 and 18 will be done through i-scanner.
- In these amendments, the FRC has been included as a legal document. In case of providing false information, legal action will be taken against you. Also, if any of your family members is not present at the spot, you will have to get it verified. They will take an oath from you and thus the FRC will be completed.
- The FRC also ensures that if a person has more than one marriage, all of them will be included in the FRC and no one will be excluded from the FRC.
- The National Database Authority Management has allowed women to have their husband’s name written on their identity cards instead of their father’s name, in order to empower them.
- If you have given wrong information to the Government of Pakistan and you are using an identity card in someone else’s name, then action will be taken against you. However, if you voluntarily go and get your information corrected, then no action will be taken against you.
An important change in this is that there has been no change in the registration fee.

Requirements for Obtaining a New CNIC
The requirements for obtaining a new CNIC are that;
The applicant must be 18 years of age.
