BISP 8171 Program Overview
The Benazir Income Support Program (BISP) is Pakistan’s largest social safety net initiative aimed at reducing poverty and empowering vulnerable families, especially women. Under the 8171 scheme, registered households receive quarterly payments to help them cover basic needs such as food, healthcare, and education.
Since its inception in 2008, the program has evolved with the help of digital tools, updated databases (NSER), and improved distribution systems, including mobile registration vans and ATM card-based cash withdrawals.
Objectives of BISP 8171 Phase Three

- To deliver pending payments to the deserving people and provide quarterly payments.

- To deliver their payment to new families who have been verified by the National Socio-Economic and Population Dynamics Survey. To help the deserving people by ensuring transparency and biometric verification at whatever level the payment amount is being received.
- This third phase of BASP, which will start in August 2025, is a blessing for those families who came for verification late, who had CNIC problems or who were unable to pay their CNICs in Phase One.
And this program is coming forward as a gift to financially support those who were unable to join Phase Two.

Payment Details
If we talk about payment, then in August 2025, eligible women will be given the third installment of 13,500 under the BISP 71 scheme, while those who were left behind last time will be given the previous and next installments combined, while after August 2025, it has been decided to give the same payment in September. If the same payment is stopped, then this payment will be paid soon.
Mobile Van and active ATM Phase Three

First Update
Sahulat account
- There are many upgrades, the biggest of which is the Benazir Sahulat Account, through which your payment amount will be transferred to your bank account and you will receive a message from the bank.
Second update
Mobile van
- If we talk about the second update, the second update is that the use of mobile vans has been expanded. This has been done so that the money can be delivered to remote areas where no facility is easily available. This mobile unit will fulfill these objectives.
- Mobile registration and re-verification i.e. survey.
- All kinds of conditions will kept in the mobile van which are necessary for timely assistance, such as machines for biometric verification.
- You can get your NSER survey updated along with it.

- These BISP vans also work like banks in remote areas because you can get real-time data about your payment from them. Biometric verification can be done securely by withdrawing your payment cash. Active ATM
- Active ATMs Benazir Income Support Program Instructions have issued to the designated banks to open convenience accounts of eligible people and activate ATMs and Benazir cards so that the deserving people do not face any kind of problem

- Habib Bank Limited (HBL) is active in all provinces.
- Bank Alfalah is active in urban areas.
- UBL is being included in Phase 3.

Payment Through ATM
Beneficiaries can now use thumbprint authentication on Benazir debit cards or biometric ATMs to withdraw their payments.
Steps to withdraw money from ATM:
Visit the nearest HBL/Al-Falah biometric ATM.
- Insert Benazir card.
- Provide CNIC number.
- Verify using a thumbprint.
- Withdraw the required cash amount.
Submit the printed receipt.
Important Note:
The ATM feature is enabled only for verified users whose CNIC and thumbprint match the NADRA data.
Who is Eligible for Phase 3 Payment?
Eligibility for Phase 3 is based on the latest data from the National Socio-Economic Registry (NSER) and BISP criteria.
Eligibility Criteria:
- Those who were already registered but missed out on the first phase.
- Families who completed the NSER survey after March 2025.
- Females with valid CNIC and thumbprint verification
- Households with a monthly income of less than Rs. 25,000
- PMT score less than 32.
- Eligible has no large business assets and no government job.
